We know that this is a Swedish legal periodical whose name translates to New Judicial Archive, but we've not been able to locate a local source that carries this publication.

I see reference to this as a treatise.  What is throwing me off is the "April 2013" date.  I'm wondering if it might be an article or update to the treatise.  Someone has indicated that it might be available at this url, but it looks like that links to a fee-based service:

Hello INT-LAW,

There is a short essay by Paul Guggenheim on the origin of the notion of opinio juris in a book titled Hommage d'une Generation de Juristes au President Basdevant.  It should be at pp. 258-263. Unfortunately, we don't have this. Since it is quite short I take a liberty of asking for a scan of this essay. If someone would be kind enough to supply it I would be grateful.
