Hi Eugene,
This is just a quick reply to your patron's question whether the AU as a 
regional organization can enter into treaties. Yes, it can, and there 
are 4 treaties which are contained in the UNTS to which the African 
Union is a participant. Your patron can easily find them at 
untreaty.un.org by conducting a search by PARTICIPANT and selecting 
AFRICAN UNION.
